In California, seafood sales are regulated to ensure accurate catch reporting, food safety, and fishery management. Because of these regulations, restaurants are not considered the “ultimate consumer.” That means most transactions between fishermen and restaurants require a licensed Fish Receiver.

What Is a Fish Receiver License?

A Fish Receiver License is issued by the California Department of Fish and Wildlife and allows a business or individual to purchase fish directly from a commercial fisherman and record the landing.

When fish are landed, the receiver is responsible for completing landing receipts (fish tickets) that document:

  • Species caught
  • Weight
  • Date and location of landing
  • Vessel and fisherman information

These records are essential for fishery management and regulatory reporting in California.

One Key Rule: Someone Has to Be the Receiver

When a restaurant buys fish directly from a fisherman, someone in the transaction must hold a Fish Receiver License.

There are two ways this can work.

Option 1: The Fisherman Holds the Receiver License

Some fishermen hold their own Fish Receiver License.

In this case, the fisherman:

• Sells directly to the restaurant
• Provides an invoice
• Completes the landing receipt on their end
• Reports the catch to the state

This is the simplest scenario for chefs and restaurants.

However, not all fishermen hold this license.

Option 2: The Restaurant Holds the Receiver License

If the fisherman does not hold a Fish Receiver License, the restaurant can obtain one.

But there is an important requirement.

The restaurant must designate a person responsible for:

• Completing landing receipts
• Recording species and weights correctly
• Submitting the required documentation to the state

Most reporting now happens through electronic fish tickets (E-Tix), which are submitted through CDFW’s reporting systems.

For restaurants unfamiliar with fisheries reporting, this can involve a real learning curve.

Where the Confusion Happens
