Reauthorization of The Young Fishermen’s Development Act

The U.S. House of Representatives recently passed (*still awaiting senate and president) the reauthorization of the Young Fishermen’s Development Act, originally signed into law in 2021. Administered through NOAA and the Sea Grant program, this initiative provides funding to support emerging commercial fishermen and strengthen coastal economies.
Commercial fishing in the United States is facing a generational challenge. Many working fishermen are nearing retirement age, while younger fishermen often face barriers to entry including high startup costs, complex regulations, and limited access to training and mentorship. This Act aims to address these challenges by investing in education, workforce development, and hands-on training opportunities.
Through approximately $2 million in annual funding, selected projects across the country receive support for educational programs, technical training, workshops, and mentorship opportunities designed to prepare the next generation of commercial fishermen.
Examples of funded programs include:
- Eastern Maine Skippers Program
- Alaska Onboard Training Program
- South Atlantic Planning Framework
- Maine Coast Fishermen’s Association initiatives

Example: California
One example is the California Commercial Fishing Apprenticeship Program, which includes 130 hours of shore-based workshops and 1,000 hours of on-the-job training under licensed California commercial fishermen.
Participants complete training and certifications including:
- California Boater Card
- California Commercial Fishing Apprenticeship Program Certificate
- USCG-accepted First Aid, CPR, and AED
- USCG-accepted Onboard Drill Instructor certification
- Seafood Hazard Analysis and Critical Control Point HACCP
Through partnerships with Sea Grant and regional organizations, programs like these help ensure that opportunities remain available for the next generation of fishermen.
Programs like these represent an important investment in the future of commercial fishing. While training programs prepare new entrants for the industry, long term success also depends on strong markets and clear pathways to sell their catch.

The 2026 program is now closed and is up for another 5 year reauthorization that would extend through 2031.
